The existing urban refineries have harsh environmental requirements, and coal transportation is subject to many factors. It is recommended to give priority to the mixed hydrogen production route of dry gas and natural gas in combination with fuel balance. Considering the increasingly stringent national environmental protection requirements, especially the introduction of the " Air Pollution Prevention Law " clearly stipulates that high-sulfur coke cannot be delivered to the factory ( initially set as a sulfur mass fraction of more than 3 % ), processing high-sulfur crude oil enterprises will face the problem of petroleum coke outlet.
In 2015, the price of petroleum coke with sulfur mass fraction of more than 3 % was 680 yuan / t, and that of petroleum coke with sulfur mass fraction of 7 % in Qingdao and Tianjin was only 460 yuan / t, which was basically the same as the price of coal. In the future, with the increase of environmental protection and transportation pressure, the price will gradually decline.
At present, the heavy crude oil with high metal content is less economical to adopt the residue hydrogenation route. It is suggested that the vacuum residue should be deasphalted by shallow solvent and then combined with hydrogenation, catalytic cracking and other processes to maximize the conversion of residue into light oil. After deoiling, the hard asphalt can be used as hydrogen production raw material or boiler fuel.
The supply capacity and price of coal and natural gas are very important to the fuel selection of the power boiler required by the hydrogen production process. According to the preliminary calculation of the price in Shanghai, the difference between the two fuel costs of the 10 Mt / a refining system is about 500 million yuan. The difference in North China is 350 million yuan.
